  17. <p>     The pretense of noninterference in domestic affairs that
  18. usually accompanies economic assistance to the Third World
  19. slipped last week in Paris. An international consortium
  20. reviewing aid to Kenya warned President Daniel arap Moi that it
  21. would offer no new commitments until next May, and then only if
  22. Moi pushes through economic and social reforms.
  23. </p>
  24. <p>     Moi's mishandling of the economy and rampant corruption
  25. particularly frazzled the patience of the donor nations. Nearly
  26. two years ago, Foreign Minister Robert Ouko was murdered just
  27. as he was apparently preparing to reveal corruption scandals
  28. involving senior government figures. After the Paris meeting
  29. convened, Nairobi announced the arrest of three officials,
  30. including Nicholas Biwott, a Moi crony who had been named by
  31. investigators as a suspect in the murder. Moi is now expected
  32. to call multiparty elections for early 1992.
